I gave you a hint in the question as to who my favorite of all-time is. In my opinion, nobody could use their sure jumping ability (4-foot vertical!) to aggressively slam over anybody and everybody. He was a one-man dunk contest -during the game. The boy was cold!!!

I will go with history and the not so obvious.
Gus Johnson - He power dunked over Russell. Wilt and Nate Thurman.
Elgin Baylor - He was also able to fly (with grace) pass the afore mentioned three players.
Billy Cunningham - He is the only white man ever that could jump out of the gym.
Connie Hawkins - The Originator, first to dunk with flair.
Darnell Hillman - That was his claim to fame, his 'fro and his flyin'/skyin.
Darryl Dawkins - He broke more back boards than Shaq and he named some of his dunks. A colorful Giant long before Shaq.

My top 5 in no order

Darryl Dawkins- classic big man dunker
Julius Erving- invented some of the dunks that MJ and others copied
Vince Carter- redefined what a dunk can be
Michael Jordan- took Julius Ervings dunk and made it better. gets amazing air
Dominque Wilkens- Known basically for his dunks, human higlight film was a consistent threat to throw down a jam

David Thompson.. could take at dime off the backboard.

Dominque Wilikens. was 6 ft 8 in tall. he DID NOT HAVE a 4 ft vertical. that would mean he was 8 inches over the rim. that would be his chin and up. dont make up stuff.

Jordan had more hang-time then anyone.

Spud Webb was a good jumper.
