Your answer is STALIN, he was killing people well before Hitler came along, in fact Stalin was responsible for the death of Trotsky and Lenin way back in 1920s, he killed loads in the gulags, and workers were encouraged to peach on there mates for favours from the polit bureau

Stalin through the seizure of grain in certain districts of the USSR in the early 30's resulted in the deaths of millions. Add to this those he sent to the gulags, those he had murdered for disagreeing with him and those who died in world war two, and he was probably one of the most brutal men ever to have lived.
Hitler of course was responsible for millions of deaths during the holocaust (not just Jews, but Poles, Croats, Serbs, Russians, East Slovaks, the disabled, blacks, communists, trade unionists, free masons and the clergy) - resulting in possibly 11 million deaths or more.
It's probably impossible to compare between Stalin and Hitler as to who was worse - suffice to say both were immensely evil men who committed horrendous crimes against humanity - and Stalin got away Scot free.
Another man responsible for immense genocide was Pol Pot, who killed as many as 3 million people in the killing fields of Cambodia. Anyone who didn't fit in, had contact with the outside world (which included accepting international food aid to help feed those starving in his regime) or was an 'intellectual' (which included everyone who wore glasses) was killed - resulting in the death of up to 40% of the population of Cambodia.
Unfortunately mass killing and genocide are not confined to the history books. In Rwanda the tutsi and hutu massacred each other, resulting in around 2 million deaths in 100 days in 1994 - and the world did nothing to stop them. Right now the Sudanese government is demanding the African Union troops in Sudan (brought in to stop the killing of people in the Darfur province) leave - whilst the Sudanese government mobilises troops to move in, most likely to finish off the job of the slaughter or slavery of anyone black in Darfur.

Hilter killed 6 million jews, 5 million others JUST in the concentration camps. Add the 6 million Poles, 2 million Yugoslavs, 23 million Soviets, and millions more, and he beats Stalin by a factor of three.

i'm pretty sure its Stalin, while Hitler did have the kill a ton of Jews Stalin killed a ton of his own people.
