There is an awesome site called furcadia where you can chat online with people from all over. You get to have fun while making friends. You should be your on judge on what you require of people that you chat with.

If you just want to meet random people around the world, i'd get an ICQ account, and just start talking to random people. I've met many many people that way from all over the world.

im telling you believe me icq is the best for doing this you can goto search and search a country and speak with anyone also after you enter your details people will ask can they speak with you i have used all the methods and believe me icq is the best i have found many friends on there
