I have a neighbor who has a sevre problem with fleas, yes he has a cat. How can he deal with the fleas in such a way that they will not be back
This is an annual dilemma for this person.
Chemicals are a viable approach, which type or combination of types of chemicals such as foggers is most effective?
I do not have fleas. Nor do I have pets.

I'm sure your neighbor knows about bathing/collars etc. - so there's no need for me to elaborate on your other answers.

Vinnie and I both agree that the yard is the place to start...
He has a product - I'm looking at the bag now (see Source), that says "Ready to Use 5% Dust Bug Killer - Kills over 65 Insects on Vegetables, Fruits, Ornamentals & Lawns".
Vinnie says this can be found at your hardware store, and WalMart Garden Store.

Been there done that Raid has a great bomb for the inside of the house it does say on the can specially for flea's and other insects purple can. make sure all rooms are open turn air off just for at least one hour use the correct amount of bombs. The yard does need to be treated at the same time they have several new products now that are out to spread in the yard that is a one time application type granule it does cost a little more than the normal ones but well worth it. What I do is use one of those hand spreaders and put it all over the yard and pay attention to also get it around the foundation. Now they are not finished just because the problem has went away and you will notice inside right off there gone. But its very important that this is repeated 2-3 weeks later for that is how long for the fleas to hatch ya might have killed mommy and papa but them babies did not die. And for all means do give the cat a flea bath and get the flea meds that are in drops to put on back of the neck from the vet. I don't recommend collars for some collars end up giving the animal a bad reaction around there necks. And after this has been done then about every 3 months repeat it will keep all bugs down and home owner and cat will be much happier. good luck ohh and cost of products will be under $40.0 for the house then you still need to do the cat.

I feel for your friend. I went thourhg this problem earlier in the summer. I tried everything to get rid of unwelcome house guests. Child Services even made a visit, because my son had a reaction to the bites.
My AUnt gave me some stuff that worked great. It is a powder:

SERGENT's
Gold
Flea & Tick Carpet Powder.

You put it on the carpet and furniture, and live it for about an hour, then sweep it up.

I bathes the cats in flea & Tick shampoo, put a spray on them, and then put the flea & tic medicine on their necks.

I haven't seen a flea in the house since. The cats still get them when they go outside, which isn't often, then they get a flea bath about once a month.

Your neighbor has to attack the problem before it happens. I assume the cat goes outside, which I don't agree with. If he must at least have a flea collar and use Frontline on the cat once a month. All the pet bedding should be powdered or sprayed. The yard should be treated. If the house is infested, he should use a flea bomb. I have 3 dogs and a cat and never have a problem with fleas because I address the issue before it happens. Shame on your neighbor. The animal is suffering.

go to Walmart, get the flea bombs for the house. Give the cat a flea bath, put some flea stuff on the back of his neck and never let the cat outside at all.

use the stuff called SEVIN DUST...it works wonders..i had a flea problem about 13 years ago and i used it...and i have cats and dogs and have never had another problem..i spread the sevin dust under my house, around my house, on my animals, and even inside my house then i swept and vacuumed it and have never had anothe problem...hope it works for your neighbor...good luck

you can get a spray bottle of water and Dawn dishwashing liquid and spray the furniture, curtians, porches and floor(carpet's). You can also bath the animal in it I don't know why this works so well but it does...hope this helps..
