UDP is a transport layer protocol which relies on the network protocol IP to provide functionality to its higher layer, the Application protocol. UDP is a unreliable protocol whereas TCP is a reliable protocol. Reliability in the sense that no guarantee is provided in delivery of UDP packets, but is provided for TCP packets. TCP and UDP both rely on IP.

UDP rides on top of IP.
Without IP, generally, there is no UDP.
