i have an oil painting giving to my mother-in-law many years ago,the signiture is NEWTON.It's of three women and a child all done in dots of paints

The technique you describe is called pointillism.

I searched for artists with the last name Newton and came up with this:

Ann Mary Newton[1832-1866]
Gilbert Stuart Newton[Canadian/British, 1794-1835]
Helmut Newton[German/Australian, 1920-2004]
Lilias Torrance Newton[Canadian, 1896-1980]
Sir William Newton[1785-1869]

There's also Francis Newton Souza.

I might be able to find more, but would need to see the painting.
