No, my mom is a nursing home nurse and she wears scrubs to work every shift. Before she started wearing the scrubs at least 10 years ago, she wore a traditional nurse dress but no cape.

I doubt it. Just for a bit of trivia, capes, as well as caps were indicative of which nursing school you graduated from. They were different for each school of nursing.
