BHUTAN
The national flag of Bhutan consists of a white dragon over a yellow and orange background. The flag is divided diagonally from the lower hoist side corner, making two triangles. The upper triangle is yellow and the lower triangle is orange. The dragon is centered along the dividing line, facing away from the hoist side.
WALES
The national flag of Wales is The Red Dragon (Welsh: Y Ddraig Goch). It consists of a red dragon, passant, on a green and white field. As with any heraldic charge, the exact representation of the dragon is not standardised and many different interpretations exist.

When u say symbol, r u refering to it being on the flag?
In that case it wud be SriLanka and Bhutan that have a dragon as thier symbol.
