Can anyone tell me if there is a referral system for hard to find products in Kuwait?

In the the UAE, there was a column in a local paper that helped x-pats find hard-to-find products. I would love to find that service here in Kuwait. There's many things I want, but can't find, simple stuff like a highlighting kit for my hair. (No where to be found) !!!
