What areas are SAFE and affordable? I have dogs too... is it going to be a problem trying find an apartment? What about the art scene? I heard that Portland has these great festivals - how is it in Seattle? And are the people friendly? I am being eaten alive by mosquitoes here in Atlanta - how about there, are they a problem?

If you are used to ATL, you will find Seattle to be a peaceful and scenic place. The suburbs are more affordable, but I'd personally recommend staying north or east if you choose surburban life, as the burbs south of Seattle are less than desirable IMO.

As for mosquitos...I'm sure the farther away from Puget Sound you get, the more there would be (like the man above me said)...but in Seattle itself, there aren't mosquitos. The weather here is too moderate.

Most of Seattle is very safe (but not necessarily affordable!) You really need to research neighborhoods based as much on your lifestyle as your wallet as Seattle neighborhoods differ a lot in "flavor." I live in Ballard and I love it; it has easy access to downtown, a market area with fun shops and some good restaurants, a farmers market on the weekend, beach access and quiet neighborhoods. If you added some details about what interests you (besides art) you might get some more pinpointed advice. I think people in the Northwest are friendly, but I've heard that we have a reputation for being standoffish... I guess it's a matter of perspective!

You won't be troubled by mosquitos here in the city. I got bitten a few times camping this summer, but rarely see mosquitos at home.

I live about 40 miles southeast of Seattle. I wouldn't live right in Seattle, too much noise and it's too busy. Live outside the city, it's cheaper, better and safer.

There are a lot of festivals around the city of Seattle (and outside the area), ethnic and food festivals and boat shows, etc. Lots of things to do.

Mosquitoes are a problem in the summer up here. Actually, they're worse than Atlanta. But that's only in the summer. Other times, it's too cold for them.
