My neighbor sim, komei. has apparently crossed over and my sim wants to see the ghost. how do i do that?

Do i have to go to a cemetary? is there one in pleasantville?

Komei's tombstone has to be where you can visit it. If the tombstone has been deleted, then you're out of luck.
Otherwise if Komei's tombstone is at a house where someone else still lives, have that someone invite your sim over to visit in the evening. Don't mourn at the grave but stick around with the neighbor and Komei will come around and visit the living.
If there is a public (community) graveyard and Komei's stone is there, then do the visit in the evening, ignore the stone and eventually, the ghost will come forth. :)

Well... wait for a ghost to appear, I don't think you can make one unless you kill someone in the house and don't delete the grave then a ghost will walk around, but to warn you ghost leave water everywhere its really annoying and takes forver to clean up.

Do not mourn the deceased sim for a few days and his ghost will appear!
