I'm planning to build a workshop/storage facility for my hobby of restoring vintage/collector Ford vehicles and need to know if there is a statute which allows such building in residential areas (Summerville, SC).

That's not a federal issue unless you're located right next door to an airport. You'll need to contact the local zoning board to see if that's allowed, or how to get a variance if it's not.

There are no federal laws for this
Check with your local planning commission, they can fill you in on every thing you will need to do,,, but Can't say what all that will be from here because every community has different requirements.
