Two reasons:
1. its latitude (how close it is to the north pole); but this dosen't explain all of it, beacuse there are slightly warmer countries out there at athe same latitude.
2. the water currents in atlantic ocean, influencing the whole climate of the north atlantic shores islands in two ways: cooling the air and creating lots of clouds that retain the solar radiation.

England is in a part of the world that is known as a 'Temperate Zone'. The weather never gets too hot or too cold. It (correctly UK) is surrounded by the sea which keeps it cool in the Summer. In the winter the prevailing wind is from the South West which drives moist warm air from the South Atlantic Ocean to its shores. Occasionally, the North and East winds blow and these winds come from the Arctic region. It then gets quite cold but not to the degree that other countries get.......

Actually England is not cold, they have the influence of the Atlantic ocean. Dreary, high humidity but winters are mild.

England is in the Northern Hemisphere.

Considering how far north it is, it is actually quite warm, being warmed by the Gulf Stream ocean current. Most places in North America at the same latitude are colder.

It isnt cold!! I was in London in January last year, hundreds were out in Trafalgar square without coats enjoying the sun, grass was green, people had plants on their balconies.

It is slghtly colder than it's latititude would indicate because it's weather is strongly influenced by the North Sea which is really an extension of the Arctic Ocean.
