Many people feel that even as their bike reads 180, that it is still pulling past that. I know there is speedo error, but is there a way to make your bike unrestricted?

The modification you are looking for is the TRE mod, formally of suzuki, now available for kawasakis. do a search for TRE for zx-10r and it will come up. Price is about $40 give or take. There is much debate as to the effectiveness of this product, but it is generally referred to as the "derestrictor" . Timing retard eliminator is what it stands for. The Power commander 3usb will allow you to raise your rev limit for about 350 dollars. THIS VOIDS YOUR WARRANTY and may cause engine damage......choose wisely grasshopper. The yellow box listed above is a great part but it only recalibrates your speedo to read accurately at all speeds and gearing changes you may have modified. It does not add or subtract any real speed, it only tells you a more accurate number as the factory speed is a little off. I have a zx-10 and it pull up until 189 and may be going more, the real limiter at that speed is HP as it is just about out of steam right there and needs more power to get a few more MPH out of her.

The only restrictor that "MAY" be on the zx10r would either slightly detune in the first two gears and maybe in 6th to keep the Japanese gentlemens agreement of not going over 186mph. Anyway you can hook up the yellow box (cant think of the company at the moment) that tricks the bike into thinking its in 5th gear.
If the bike is still pulling then its still going faster, your ? doesnt quite make sense.

It is the chip set that maxes ZX10Rs, not a "restrictor plate" (that is an invention for limiting the airflow into engines and is not used in motorcycles). You could see about buying some electronic upgrades from your dealer (replacing and tuning the engine for maximum performance is no job for beginners).

The restricter that you're referring to might be the rev limiter. If that's the case then you can get higher top end by changing the rear sprocket to a smaller one .
