I know Anthony Nesty of Surinam won it in 1988 Seoul Olympics in 100 m butterfly. But I dont know whether he was the first one or not.

I think this is right-
PARAMARIBO, Suriname (AP) -- Caribbean leaders honored Suriname's Anthony Nesty on Thursday as the first and only black man to win a gold medal for swimming in the Olympics.

Nesty, now 31, won the 100-meter butterfly in the 1988 Olympics in Seoul, South Korea.

No doubt the best Black swimmer of the 70's was Enith Brigitha of Curacao, Netherlands Antilles. She was the first Black female swimmer. And she was the first Black female swimmer to win two Olympic medals (in 1976), both bronze, one for the 100m and one for the 200m freestyle.
