Its a military base, with undergound facilities.
It probably contains the stage set for the fiming of man landing on the moon, and a factory for the building of an advanced aircraft which looks and flies like a UFO which is shown off every so often and reported as a UFO.

I think that Area 51 is an alien recovery facility with highly powered mutants like the ones off xmen !! I think they are also hiding indestructible nuclear heavy assault weapons there as well> I also think they are interigating the aliens to find out what the aliens have figured out besides TV PHONES and sex !!
