It depends! It depends on several things.
It depends on how nice the fence looks. If it is a really ugly fence which is an eyesore to the neighbor, they'll be ticked off. It may mean that they need to spend money and time to put plants or something else up against it to cover how ugly it looks! If it's very attractive, it could be good for them too.
It also depends on where the fence is placed. Did they check with a surveyor or someone else to be sure that they're definitely on their own property? If it's legitimate where they placed it, are they cutting off a long time favorite cut through for neighborhood kids to school or a park?
If the neighbor putting up the fence talked to the neighbors and explained why they were putting it up, then it can potentially reduce the chance of hard feelings.
It depends on the reasons that the fence is going up. If it's to protect the neighborhood kids from getting hurt in a pool they are putting up or that is required by local zoning ordinances, it will probably be viewed as a good thing and being a good neighbor.
What's the reason it was put up? Was it to be a good neighbor and keep their dog from wandering into other people's yards? Or to keep young children inside and safe from cars?
Fences can make good neighbors but can also antagonize others!

I have partial fences. I want to put in full fences so my dog can run around in the backyard without being on a leash. I get along with the neighbors to the south and west, but the neighbors to the north are iffy. I think good neighbors depends on the personality of the people and the type of fence involved.

All munincipalities have their very own regulations with regard to the top of residential fences and the pick for development facilitates. case in point, in feet. Lauderdale, Florida, 6' is the cut back, and the guy who's development it is going to have a development enable. There are regulations that mandate posts ought to be not greater thsan 6' aside. The development inspector ought to pop out to work out the fence and sign off on it. on the different hand, the place I stay (unincorporated Ventura County, California), not in hassle-free terms are you able to construct a fence as severe as you pick as long because it does not block the motive force's view at an intersection, you do not pick a enable and the posts may be 8' aside. The integrated city my section is adjacent to won't enable a fence in front of an area of living to be bigger than 3' and 6' interior the rear. i've got have been given a 6' one in my front backyard. we've a asserting right here; "solid fences make solid friends". for my section, human beings are much less considerate of their friends than Brits are, and in metropolitain areas, they are actually not even probable to appreciate their friends. I post a solid wood fence to dam out various the noise my friends produce. not in hassle-free terms have been the youngsters obnoxious, loud, throwing rubbish in my backyard and poking my canines with sticks completely unprovoked, the mother and dad scream at one yet another and the youngsters maximum days. that is even worse on the weekend. putting up that fence is the best ingredient i've got performed interior the previous 10 years!
