I have a theory that it was something in his diet due to it being consistent (at least on the parts of him that have been vivible to the public). For example, if you eat to much beta carotene you will appear orangish. Don't know what it is but there has to be something out there that will cause it.

If you search the media and news, no he did not bleach his skin. He had a skin condition that creates patches of white skin no matter what color skin you have. The name of the condition escapes me, but I believe it starts with a 'V.' His condition must have been bad enough to the point that it covered his whole body.

He says he has a skin disease, but the disease it's suppose to be never effects a person's full body only in blotches. So I think he used something. From the way he looks it's something he shouldn't have, but I don't really know.
