I am in DC so any major stores are reachable, adn I am not averse to online shopping. The pants should pass off as "business casual". And yes, this is for my girlfriend!

Even the highest classed couturiers have warehouse outlets. You should do a search for warehouse outlets in your area, that carry high class clothes. The deals you can get make it well worth the trouble of finding them!

Buying quality women's trousers is best done in person with a professional sales person assisting and fitting directly on the body of the wearer. The varieties and fit options are seemingly endless.
It is very easy to make a big mistake buying women's trousers/or pants without the wearer present.
Since women's sizes are not standardized, they vary by manufacturer and even within a given manufacturer between their various style or price point lines. If you must buy for someone else, and on line, it is best to have actual tape measurements in either or both inches and centimeters and be sure to check them from one website to another. They do vary significantly.
Beyond that so much depends on the style and quality that you seek. While a pair of pants can be bought at the local flea market, one can also buy a pair of quality tailored constructed and well-designed pants from Neiman-Marcus. The results may vary.

Try TJ Maxx or Marshalls. They have name brand jeans in all sizes at a fraction of department store prices. Good luck!

you can buy them at aeropostle american eagle hollister forever 21 or about anywhere that has a junior department but not all brands are made the same and it depends on the style so i would suggest you take her shopping or buy a gift card because you would about to have to try them on i wouldn't buy them online because it would be a pain to return them

Old Navy and Gap both have size 0. I believe Abercrombie and Fitch and Express do too.
