I think it would be wise to seek a second opinion from another doctor. Something is obviously going on. This isn't the time to be trying out home remedies.

Ask her what kind of medications she is taking that she has been on for the past 5 years. Ace inhibitors for blood pressure will cause a cough that can be serious for asthmatics. There may be adhesions in her tracheotomy even though it's healed. She may also have cancer. Any time you have a cough that won't go away is reason for concern. If her doctor isn't concerned, she needs to see a new doctor.

Drugs like: zestril, prinivil, lisinopril, or any other drug that ends in -il is an ace inhibitor. If she is on any of these her doctor needs to change her medication.

First,
What you need is to take her to Doctor instead of asking around for home fix and such,
Second she might have acid reflux which can cause people to cough and tickles the throat.
Best way to care for your mom is to see Doctor.

Sinus drainage, perhaps. Try vitaman C. It'll help dry up that sliding mucous.
