Interesting. It's an uncommon technical term from the pork industry designating a grade or size of pork carcass.
But, depending on where you encountered it, it's much more likely a mistaken substitution for the very common political term "pork barrel," as in "pork barrel legislation," designating legislation that gives government money to a special interest group in return for political favors. If so, that is a political term that means government spending will mostly benefit the congressman/senator or their constituents, but it will be funded by all taxpayers.
