All I know is of means times so it is .10 times 20 and that ten percent of 20.00 is 2.00 and half of that is 1.00. Turn it into a decimal equation, replace of with times.
Also remember it like figuring out cost at the mall. Ten percent is barely the sales tax. Fifty percent is half. When in doubt do the multiplication.
As far as how they are related, I would say they are easily figured, 5 is half the savings, and neither is that great of a sale. Related also because neither percent is over half the figure of 20.00. They are both related also because they sit on the number line in the positive numbers.

To find a percent, you change the percent sign to a decimal, and move it left two places, then multiply the two numbers.
Ex:
5% of 30
5%=.05
.05*20 = 1
5% of 20 = 1

Gwash: How I used to do it was: What does 10% mean - it means ten of every hundred. So 1% of 20 is one hundredth. You divide twenty by one hundred which is twenty cents. If you want ten percent, that's ten times more than one per cent, ten times twenty cents is two dollars. Five percent is : five time 20 cents which is one dollar. Once you understand the principal, you can go further : ten per cent is ten over one hundred, or one over ten or one tenth, one tenth of twenty dollars is simply two dollars.. If you want to continue, but don't get confused: five per cent means five over one hundred which equals one twentieth. One twentieth of twenty dollars is one dollar. 10% of 20 is just .10 x 20 5% of 20 is just 0.05 x 20. Then you can go from there
