Not necessarily. You can go to school and learn to draw. Some people have it naturally as a talent but it is also a skill that can be learned.
As for qualityies develope your imagination and creativity. Learn how to create something new out of two different things. Read or take art history. Learn digital imaging with computer programs like Photoshop, Learn to draw with Illustrator. Most art work is now done on computers.

this what the graphic designer means

but u have to do all this dynamically using the electronic media and u should have creativity and creative mind even a programer can be a graphic designer just he dynamically write the script and the player or viewer of that script will show such image on the programed script

its not necessary that u should know how to draw and paint up things with your hands

You don't necessarily have to be able to draw well to become a graphic artist. It does help if you can draw. If you are young and can draw fairly well already then practice will help you to improve.

Here are some websites that may give you more information:

This is a very interesting career choice. Good Luck!

I would say that you should have to be creative and imaginitive, but it doesn't mean that you have to be able to draw. For instance, you can make amazing pictures on Photoshop that you could never make on a canvas.
