So that blind people can walk up to them and use them. I know that this sounds rather silly, because a blind person cannot drive, but not all banks have outdoor ATMS, and the Federal government has a lot of funny rules concerning people with disabilities gaining access to the same services that sighted people do. I have worked with the disabled, so I am somewhat familiar with some of these rules.

It's because people also use the ATM's as walk-ups. A seeing person can drive a blind person up near the ATM but not right to it, and let the blind person get out and go up to the ATM and do his or her transactions in privacy (they have ATMs with voiced instructions, since a blind person obviously can't make selections from the screen). That's what I think, anyway. :D

Some people are sight-impaired. They can see enough to drive, but have problems reading small print. Also, the ATM may be a universal model, used at walk-up locations and drive-throughs both.
