Several possibilities:
If the pictures are supposed to be located in your computer and the page you are viewing is an internal page stored in your computer, then it is possible that the hyperlinks are broken because a) you have moved the pictures elsewhere; b) you renamed the picture filename; c) you renamed the folder containing those pictures; or d) you have deleted the pictures.
If you are connected to the Internet and is viewing a webpage, try to reload (or refresh) the page by pressing CTRL-R or clicking on the icon of blue arrows encircling (chasing) each other. If the problem remains, then it is possible that the webpage owner has removed the picture.

So no images on the web are showing? I would try reinstalling the browser that you are using. I have no idea if that would fix it but it's worth a try!
Go to Add/Remove Programs and click on Windows Components. You should see Internet Explorer in the list. Uncheck and hit next. When you restart do the exact same thing except check it. (This is for Internet Explorer. Chances are you have that. If not I'm guessing you know how to uninstall).

this the correct answer
you have your images turned off in your browser.
the following tutorial will show you how to turn them off. BUT do just the opposite. check the box that next to "show pictures" instead of unchecking it like the tutorial shows you
