If you mean throughout history then the new year came first because there was no Christmas till after Jesus was born, but there has always been a new year.

People probably celebrated new year before they celebrated Christmas since they had a calender when Jesus was born...otherwise we wouldn't have known that he was born in December...and since January is the first month of the year New years comes first.
