Well, the answer is mixed. If you are a minority (female, black, disabled, etc.) then there are plenty of programs. If you are not a minority, your pretty much stuck. You'd have to look into a loan or something.
Talk to other small business owners of join a website for small business owners.
Believe it or not that anoting guy on TV named David Lesko that sells that book called Free Money to Change Your Life is actually a great book. Buy yourself a used copy on EBay. There are TONS of tips of how to get free money from the government to start small businesses.

The SBA. Small Business Administration. They'll either help or point you toward other sources. They also have a division called SCORE, which is retired business people who help consult you on business plans, what to be aware of, start-ups, etc...
