I've heard that it's best to curl before because if you curl afterward, you get a build up of mascara on your eyelash curling tool.

BEFORE!! Always before!! If you curl your lashes after they get bend or even snap. First of all, you should ensure your lashes are clean and makeup-free. Then curl, beginning near the root and working your way up. Then follow with two coats of non-clumping mascara (I recommend Maxfactor Materpiece Mascara). You might also want to try a little eyeshadow or liner. And voila, your eyes are beautiful!

~~~Before applying mascara,,,apply your eyeshadow and eyeliner,,,then curl your lashes, Squeeze eyelash curler for about 10 seconds for a good curl. If you curl after you apply your mascara it will ruin all your hard work,,,makes the lases stick together and clumpy,,,,~~~
before, but for a reason not given yet: If you curl lashes after mascara, the mascara can make the lashes brittle, and they will break, and then you've destroyed what you were trying to accent!
do it before, but always do one eye at a time or one will be really curled and the other will slowly straighten back before you get the mascara on!
After, another good trick is to apply face powder to your lashes before applying mascara, makes them appear ticker.
