the difference in size is only in the side profile of the tyre, which will basically give u a bigger diameter tyre at the rear than at the front. The tall side wall, will improve the ride quality of the car at the rear, but only marginally since it is only a difference of 10%. the down side will be a loss of handling especially during high speed cornering since the side walls tend to buckle more.
If you have a rear wheel drive car, you can expect a marginal increase in mileage, since for a given rpm your car speed will be higher.
The mileage drops only when u put a really broad tire, ie the contact patch of the tyre is huge, like a 200 or 220 profile tyre. in a tyre with an increased wall height.
The 60 and the 70 refers to the % of the tire width that the height of the tire wall is.
If your vehicle is front wheel drive, then it will not be of any help to your car, itll just look better... but slightly...

the three sets of numbers on your tires are the first set is the height ofthe tire the second set is the width the third set is the rim size so if onewidth is 60 and the other is 70 then you could even run them on the front of front wheel drive but be cautious because on the front there will be more friction so it will pull on the wider side wich is the70 and if on front it would be harder on the steering arms and balljoints but on the back of front wheel drive it really does'matter I HOPE YOU UNDERSTAND TIRE SIZES ALITTLE MORE NOW TTFN

Yes, this should be OK as you are only making a change in the "Width" of the tires. If, you were to change the "Diameter", for example 185x70x13 and 185x70x14, this could affect the handling of the vehicle.

If the rims fit the tires, you should be all right. You speedometer may be off a little if its a rear wheel drive -

The 60 are just wider, and as far as changing tire sizes they must be the same size on the same axle but you could have the less wider tires on the front and the wider ones on front. I like the 60 size myself

It depends on the car. If they work with the rims and they don't touch the car, you should be ok. It'll kill your gas milage though.
