one particularly lean Christmas I made dozens of little ( about 4" tall ) yarn dolls by cutting about 30 8" strands of yarn and trying another string of yarn around the middle of the bunch and folding in half. About 1" down,I wrapped a strand of yarn where the neck would be. Take about 10 strands from each side to form arms and tie at wrists. Wrap a strand around the waistline then divide below the waist into 2 parts for legs and tie at ankles. Make them in different colors of yarn and decorate them with felt and ribbon to represent Santas,elves,gingerbread men, snowmen,angels,etc. I made enough to fill the tree and thought the soft ornaments would be safer for my toddler than shiny glass ornaments but HE saw it as a tree full of toys and pulled the tree down twice trying to get at them!!!

Do you have children? Otherwise this might not be what your looking for.
You could make gingerbread ornaments. Its cheap, fun and something you could make a whole week-end of (even drag it over 2 weeks if you're a bit busy) and, you don't waste anything - you get to eat them on Christmas Eve, or Christmas, or just pick any day and turn it into a family tradition!! My 2year old son enjoys helping with rolling, cutting (with cookie cutters) and decorating (colored icing and sweets go down nicely)
We also make huge hearts - also with the gingerbread dough (just a bit smaller then an A4 piece of paper) write our names on them, and decorate, tie a pretty piece of ribbon through and hang these in the living room
Really cool question though, Ill keep an eye on this for myself too 8-)

As a kid, I remember making christmas tree decorations out of pipe cleaners. Just folding and bending them into shapes - stars, crosses, bells etc - cookie cutter outlines.
Another was to make fake snowmen out of cotton wool wrapped around jars (filled with anything you like).
We also made fancy votive candle holders by cutting up red (any colour would do) tissue paper into squares/diamonds about 1 inch square. Then stick these to the outside of a glass jamjar, starting at the top of the jar, apply glue to one corner only of each piece of paper. Overlap each piece of paper slightly so that you cant see the glass. Make sure that you stick the paper on diamond ways - not square on -with the loose bit of paper at the top and the glue at the bottom. Work round and round, going down the jar til its covered all over. With a votive candle inside it looks very festive - normal candle cautions should be applied.
One year when my kids were small, we all had great fun making a large christmas mural. We painted a background (hills trees etc) on to some heavy plain wall lining paper. Then over the next few weeks slowly added cutout stencilled painted items - camels, donkeys, wise men, stars, wooly sheep. Not sure who had most fun - but many adult visitors just HAD to help.

Make Circles out of Cardboard, each one half inch smaller than the other. You will need two of each size.
Paint them if using plain cardboard, or if using patterned card ..glitter the edges.
using 3D sticky tabs put them on top of each other starting with the largest of course, then put the two completed ones together back to back..put cord inbetween before you stick them together, and hey preston Christmas Treet Ornament. You can do these in any shape you want, stars, squares, hexagons, etc.
Alternatively make some little tiny Christmas parcels with shiny paper and ribbons.

Buy clear glass ornaments, squirt 2 or 3 shades of craft paint inside, replace top and move ornament around till paint covers inside. Gives a swirling effect.

snow men are fun to make with little kids. you need 3 different sized Styrofoam balls, a hot glue gun, ribbon, googly eyes, orange paper or felt, and very very small black pom poms. first you glue three different sized Styrofoam balls together, biggest to smallest. then glue the googly eyes on. cut out a triangle from the orange paper or felt. then glue them on for the nose. glue the very small black pom poms in a smile. then use the extra ones for buttons. then use the ribbon for a scarf. flatten out the bottom of the bottom ball if you want it to be a standing snow man. if you want it to be an ornament glue a loop of ribbon on the back of the body. val la. a snowman

You can use puzzle pieces and make wreaths with them, or Christmas trees. All you need is paint, glue, and stuff to decorate with like glitter or beads.
