Yes, you can. The male will emit preseminal fluid that can contain viable sperm. This means that the male does not need to ejaculate in order to get a female pregnant.
Keep this in mind also: Even if you're dry humping with underwear on, if the vagina is very moist and the preseminal fluid comes in contact with that moistness, the sperm can travel through the fabric and enter the vagina and fertilize an egg.

It's probably not likely, but you should understand that a male will have a small amount of sperm-containing pre-ejaculate at the tip of his penis upon becoming aroused. If he puts his penis inside you, there's a little sperm there getting in, even if he does not come inside you. So be careful. Don't play with fire if you're not prepared to get burned. Children ruin your life, just remember that!!! It's not worth it, especially if you are very young.

Ooops! Your question makes me erect. Yes you can become pregnant. Sperms can sometimes just claw out without necesarilly ejaculating. My fello men can conferm this by the fact tha the penis exit becomes wet when on a hard erection. mmmmm

Of course you can, you silly person! Them sperms are active little devils and when the man's excited enough to get it in there, they can be released before ejaculation, so don't take chances if you don't want to get pregnant!
