Depends on who the "culprits" are: if it, indeed, was a band of Muslim terrorists, they should be dealt with in accordance to international law.
If, on the other hand, there's found to be any collusion between the "culprits" and the Bush administration, then those within the administration must be tried for high treason in American courts and tried for crimes against humanity in an international tribunal.
It is not unrealistic to think that the U.S. government had some involvement in this event. -RKO-
