It's by definition. When the cubic centimeter was picked as a unit of volume, it's volume was associated with the weight of one gram of water at 4 degrees Celsius. So if 1cc is defined as weighing( actually having a mass of) one gram, then 1000 cc (1 liter) must have a mass of 1000g (1 Kg).

Only density of water =1
Therefore 1 kg of water = 1litre

No because kilogramme is unit of weight and litre is a unit of volume. a litre of water weighs much more than a litre of polystyrene foam. A kilo of water weighs exactly the same as a kilo of polystyrene foam of course, but a kilo of polystyrene foam would take up a lot more space than a kilo of water.

No.

Weight is measured by milligrams, grams, kilograms, tonnes, etc.

Volume is measured by millilitres, litres, etc.
