well i took medicine last night and i woke up this morning and my throat doesnt really hurt. but i tried to talk and i cant really talk it sounds scratchy and different. i took some more medicine and now it feels better. but it still sounds scratchy and i cant really talk. is my voice changing or am i sick?

It's called Laryngitis.
You went from Pharyngitis to Laryngitis
Or now you have inflammed your vocal cords
You are still sick.

You have a sore throat and a bit of a cold, believe it or not! Your vocal chords are situated just a bit lower down than you can see through a mirror (behind the adams apple area) and anything that gives you a sore throat therefore will mess with your voice.

Tuck yourself up in bed with some reading matter and warm drinks - give it a couple of days and things will improve.

And....don't worry!!

The phlem tells you that you are sick, if you still are not sure, take your temp. If you have a low grade fever, that will prove to you 100 % that you are sick. If the symptoms last more than 7 days g to a dr, it maybe more than a simple cold if it does not improve within 7 days

I actually have the same sympoms right now with lungs that seem to weigh 100 pounds. My doctor says it's just a cold.

do gargles 3-4 times a day with luke warm salty water. that shud help

You're sick... the "lots of phlegm" part is the clue.
It could be something as innocuous as allergies, or it could be something worse. You'd do well to see a doctor.
