They are at species of brine shrimp, much smaller than the shrimp you see at restaurants. They are a real animal and what they sell you in the store is a little package that contains the eggs of the shrimp. The eggs go into a biological state similar to hibernation when conditions are not right for them to hatch. When you add water then they realize that they are in a safe environment and they hatch and you have little baby sea creatures swimming around in your tank for you to enjoy for up to 2 years. Think of the eggs like little seeds, when you add water they will hatch and grow. The biological state the dry egg lives in is called cryptobiosis if you want to look up more on it.
