I have a website that needs to have directory listing for the root folder accessible, but needs to display the index.htm also.

Thats an interesting question. I'm not sure if you are asking about this.

Usually with http websites you can see only index.html/htm as ur home page there is no way that you can display the root directory and index.html at the same time

because the way its programmed is when user puts http://www.yourdomainname.com .... they get to see the homepage which is (index.html)

Now to see the root directory and index.html file you have to take a FTP webspace for example you can try ftp://www.mozilla.org

so while registering register ftp space with the domain name providers and you will get what you want and when people go to
ftp://www.yourdomainname.com they will be able to see the root directory and index.html....

It says there's no index web page because, not noticeably, there is not. you need to make one. it fairly is the default web page of any internet website. And GoDaddy is awful for internet hosting. ...
