Some change colour when they are "ripe", ie the seeds have matured, check the seed pack for how they should look (mine have been mottled green, but are just in the process of going orange). However, you can eat pumpkin at any stage of development, just as with marrows. They can last for a while if intact, but (like other fruit) can break down quickly if damaged. Leave a good bit of stalk attached. Best policy is to pick when you want to eat, but get them in before any frost.

I grew my own pumpkins a few years ago, and I kept waiting for them to turn orange, but they didn't until I picked them from the vine. I think that once you've noticed that they're not really growing anymore, that's the time to pick them. They last quite a while too, as long as you don't keep them too warm, or let them get frost bitten. I picked mine around mid October. Hope this helped, but I'm no expert. Good luck

Depends on type of pumpkin usually in October a couple of weeks before Halloween. Lasting 2 weeks when sitting outside as decoration.
