To write a program, you've to learn a programming language. There are many such languages:
* C/C++
* Java
* .NET: C#, VB.NET
etc.
C++ is considered the best language to start with. Just download Code::Blocks from http://www.codeblocks.org/ and a tutorial:

* JSP

etc.
PHP is the best thing to start with. Go to http://www.php.net -- there are tutorials and downloads.

It depends what you want to do...
1) Web program
Try PHP and MySQL. You'll get PHP information here: www.php.net. For MySQL, go to www.mysql.com.
2) Database program
The easiest is probably MS Access. It will allow you to create input forms and reports. If you learn Visual Basic (VB), you'll be able to add more "intelligence" to your application.
3) Other program
If you want to program something more flexible, yet easy to do, you're probably better off with Microsoft Visual Basic. It's graphic, intuitive, and fairly easy to learn. Get a "Dummy's" book to get you started and you're all set. There's a like to a Visual Studio trial below (it contains Visual Basic).

if you want to make websites, you need to learn HTML. If you want to make it better, then you need to know php, jsp or asp. Just google the names.
You need text editor software to do this. Or you can use the crappy Microsoft front page.
To design application, Java, C++ etc. But they require knowledge on how to program. For java, you need the SDK software. www.sun.com will help you get what you need.
But google, thats the best way!
