What does "dead lights" stand for in this movie??
Is the clown just their imagination?
Did all of the people survive that were thought to be killed?

The movie can't hold a candle to the book, but I will give you what wikipedia says about the deadlights.

In its natural habitat, It is a creature made of orange "deadlights"; coming face to face with these lights drives any living being instantly insane (a common H.P. Lovecraft device). When It enters our universe, though, Its natural form is that of a massive spider, fifteen feet high. It arrived in our world in a massive, cataclysmic event similar to an asteroid impact. It landed in the place that would, in time, become Derry, Maine.

In the movie the only person to escape being captured by IT was Bill's wife and that was because they killed it.

IT had the town under a spell of apathy...ie the older people would look the other way whenever the "Losers" were getting bullied. and when the "Losers" finally killed IT, the spell was broken, but they all forgot the bad stuff concerning IT.

How strange actually that I discovered this question this morning, Saturday, I was watching the movie last night on DVD. Deadlights, if you remember from the movie is the light that people stare into from his eyes when he tries to coax you into his realm of existence. Anyone usually going into that realm, dies. The clown is only real to those who it appears before, not everybody it effects. Just like the older people in the town of Derry, they chose to forget the killings and the clown and the evil, the only way to do that was to grow up and ignore it. All the people who were killed by the clown Pennywise did in fact die.
