Don't.
There is no good way to make someone suffer.
(A) It hurts. What benefit is there in adding to the hurt in our world?
(B) You will always suffer yourself if you do, and especially if you do it intentionally. What goes round, comes round.
(C) You can't MAKE someone suffer. No-one suffers without their consent. You can kill, torture, bereave, physically injure, rape or deprive a person, but they still have the choice not to suffer.... as dozens of saints and yogis throughout history have proved.

Never, never, never. We don't forgive people as a favor to them. We do it as a favor for us. Whatever they did, let it go. You're more important than anything that can be done to you. St. Francis of Assisi says, "Wise are you when you keep the inner enemy of your own person under control, guarding yourself prudently against it. In doing that, no enemy, visible or invisible, can do you any harm." Unless you forgive your brother from the heart, your Heavenly Father cannot forgive you.

People that are mean are that way because there's something missing in their own life. That is why they feel the need to lash out at others. Therefore, their life is their punishment.
