No, he is not sonic's brother. He was created in a lab to be the "ultimate life form". They just look similar, that is all.

Not as far as I know... Shadow was deemed (partially) as the Ultimate Life Form by Dr. Robotnik's grandfather... he was merely a mad scientist's experiment. However, The hedgehog was merely v1. The Biolizard was v2.
At least, that's how I understand it to be.

At a guess i'd say he was a better looking clone of sonic, they look the same but shadow looks better.

No he was created by some scientists, I think, to be used as a "super weapon" of some sort. My cousin big fan of sonic so I'll ask him later. He is his arch nemesis.
