after rayquaza stops them, go to the weather institute on rt 119 (?) and there are two scientists that say where its' sunny or raining.
where it rains, there will be a secret cave that you can dive into, and where it's sunny, there will be a secret cave of earth you can walk into

You cant capture them there, you can catch raquaza after. If you want to catch them you will first have to beat the elite 4 then visit these areas ( i cant rember them soz) they will have ether intense heat or constant rainfall/storms.

u need to catch rayquaza, to find out where it is, go to weather institute near fortree city (i think) there wil be a guy on top floor who wil tell u where groudon and kyrogue are aswell!!
