Only on major services, plugs used to do 12 000 miles but with cleaner burning fuel injection, high energy ignition etc they sometimes are scheduled to last 30 000 miles or more.

Depending on the car engine's condition, I changed the
spark plugs to new after running to about 20,000 kms. This
way, I have less one problem with my car. From the manual
book, it is recommended that you service your car every
5,000 kms done on your engine.

Not automatically, depends on the service. Most garages have a schedule of what they check. They generally check the condition of them for residues etc. Ask your garage.
