If you are wearing hotpants or a short skirt NEVER where a low cut top how about a thin jumper (coz it gets hot)?
try with flatish shoes or cowgirl boots

I guess you are operating on the misguided notion that hotpants are not in themselves slutty. Why are you worrying about what shoes will make you look slutty when your butt will be on public display?

Thigh high boots, shiny pantyhose, spandex tube top. No one will notice those hotpants.

to be honest...the hotpants will be slutty regardless of what you wear them with.
if you insist, try some slightly longer tailored black ones-a l;ittle bit more sophisticated and fashionable.

I think long skirts are excellent, you're protected up with no restrictions of pants.
