I'm not sure I understand your question.
You work with a girl and WANT to develop a friendship? Or you HAVE to develop a friendship with her but are AFRAID to take the initiative. Is that It.
Be brave, try to take your work break or lunch with her and begin conversation. Or if you don't really want to DON'T>>
