1997 Crown Vic police has anyone heard of this before????? I have checked fuses, head light switch.... bulbs.. but when it rains i need the red lights on the back and only the head lights come on but when i break the brake lights work anyone can help me please??

Seeing as this was a former police car, I would bet that it had a rear light flasher installed. When the department took the car out of service, they most likely removed the flasher, but did not reconnect the wiring. Trace your wiring harness and look for either wires that have been cut and spliced, or are not connected at all!

Not a mechanic, but I'll give this a shot.
1) Crown Vic police: A former police car?
2) Red lights on the back: Sounds like tail lights that should be on any time the head lights/parking lights are on. Sounds like you may have a cracked or loose wire, or a bad socket, or a harness problem.
If it were me, I'd take it to a shop, I'm not that coordinated with cars any more.

That's nuthin, when I signal left and put on the brakes the blinker stays on without blinking; and when I back up only one back-up light comes on. Those two things will happen for two or three weeks and then return to normal for a few months, and then happen again. "Concurrently" I always add with a wry scowl.

Other stuff happened too, but six months later returned to normal and stayed normal so I'm not going to talk about it.

And the funny thing is, this ain't even a Ford product.

Ford loves fusible links. These are sections in your wiring that melt like a fuse. I would try to follow your wiring for your lights that you are having a problem with and find a fat spot. Usually under the hood and marked somehow. Check it with a meter. I think this might be your problem. Your marker lights will be on a different wires then your break lights. Good luck.
