Whats to start if it is only electric?
But seeing how you seem to be asking so many questions about bikes that wo't start I'll have the points you giving away

If your motor scooter (electric type without choke) won't start,
there are a few things you should look at:-
1. check the battery - it could be faulty at connections or
just flat (worn out);
2. check also the spark plug - it could be dirty and need a
new replacement;
3. the fuel line to the ignition system is cut off or no petrol in
tank;
4. ignition key maybe faulty - it couldn't turn to start.
If, after checking and trying on the above, you still can't start
the scooter, I suggest that you send it to a good mechanic for
a check-up.

genuinly sounds like you need to charge your battery, in future to ensure the battery is charged buy an optimate this keeps the battery charged so you will always be able to ride your scooter whenever!
Ignore the rude peeps that say get a proper bike , I get that & I have a 900cc Triumph with a sidecar , not to everyones taste but i'm happy as I'm sure you are?

flat battery or starter jambed
put it in top gear and push it forward when the backm wheel turns freely it will disengage the starter if it is jambed chech the starter bolts if it is this as that could be the cause

battery might be flat or the armature on the dc might need cleaning (the bit where the brush's connect.

sounds like the battery is dead , you can try push starting it or replace your battery
