I saw something like this in one of the Craft Books.....
What they did was cut out the shape of a bodice, decorated it then added a skirt part, or even left just the bodice...then they made the upright out of card...like the shape of a hat stand, then glued the bodice too it.......
dont know if thats what your looking for ...but does look rather good when done.
sorry I cant give you fuller details but I wasnt able to locate my magazine it came from.

I don't know how to make one but you can buy the little wooden figures at art shops.
