If you count "crying" as producing tears, I believe just about all mammals have tear ducts to help keep their eyes clean. However, crying to express emotion, humans are the only mammals that feel real emotion so we're the only ones why "cry" cry.

Humans are the only animals that cry to express emotion as I understand it. I think all animals eyes can water as a mechanism for cleaning the eye.

Ask my cat. I came home late tonight/morning and she has been bawling up a storm.

Even after a big can of salmon cat food and a big fresh bowl of water she is still absent-mindedly yowling at me as she goes about her business.

She does not seem to be shedding any tears but she is not hiding her discontent.
