if you mean by bureaucracy- it suggest to most government official who make frame-work of actions that are passed by State/ Central governments. political leaders only make policies and resolutions the bureaucrats make rules and regulations on which that planning take practical shape.

Contradiction, Red tape, back up. The governement basically showing their so- called "authority" by putting everything on hold, making people wait, just because they can, because they are the "government". I believe this makes them feel very important.
It is a type of "Office Politics".
